Primorsky Region’s spatial development model

Abstract

Processes influencing formation of a spatial development model of Primorsky Region up to 2030 are studied. Problems of the existing structure of location of the industrial base and the accompanying settlement systems in the region are analyzed. Parameters of a spatial development model are considered, the main elements of which are points of accelerated growth, a system of network interaction that promotes emergence of stable integration links, and vectors (directions) of development. The model parameters of a spatial development of Primorsky Region are studied in context of emergence and development of a phenomenon of agglomeration effects (agglomeration economies), used a structural and functional analysis of the main elements of a spatial structure of the region. It is concluded that the economic basis of a spatial framework of Primorsky Region form a micro unit – point of accelerated development, which due to a network interaction with macroeconomic structures inside and outside the region contribute to formation of a unified economic framework of the Russian Far East. The network model of interaction gives a strong synergistic effect, which enhances inter-industry linkages and increases economic efficiency of a territorial location of macro units and the associated settlement structures. This model of a spatial development may affect emergence of regional and transboundary clusters. Made an assumption regarding formation of clusters of brand new industries, due to implementation of large-scale investment projects in borders of territories of priority development in areas related to the free port of Vladivostok. Development of territorial production complexes promotes the formation of a polycentric agglomeration of structures in zones of gravitation of transport corridors. In the future, this allows to eliminate the disparity between the spatial distribution of production and the associated settlement systems.
